Ease of doing business in Montenegro

Montenegro is ranked 50 among 189 economies in the ease of doing business, according to the latest World Bank annual ratings. The rank of Montenegro deteriorated to 50 in 2018 from 42 in 2017. Ease of Doing Business in Montenegro averaged 53.82 from 2008 until 2018, reaching an all time high of 77 in 2008 and a record low of 42 in 2017.

The Ease of doing business index ranks countries against each other based on how the regulatory environment is conducive to business operationstronger protections of property rights. Economies with a high rank (1 to 20) have simpler and more friendly regulations for businesses.

Doing Business measures aspects of regulation affecting 11 areas of the life of a business. Ten of these areas are included in this year’s ranking on the ease of doing business: starting a business, dealing with construction permits, getting electricity, registering property, getting credit, protecting minority investors, paying taxes, trading across borders, enforcing contracts and resolving insolvency. Doing Business also measures features of labor market regulation, which is not included in this year’s ranking. The indicators are used to analyze economic outcomes and identify what reforms of business regulation have worked, where and why.
