Montenegro Advances Strategic Infrastructure: Contract Signed for the Second Section of the Bar–Boljare Highway

A significant milestone for Montenegro’s infrastructure development was reached with the signing of the contract for the design and construction of the Mateševo–Andrijevica section of the Bar–Boljare highway. The agreement was signed between Monteput and the Chinese consortium Power China–Stecol–PCCD, following a tender procedure conducted under EBRD rules.

Valued at nearly €694 million, this 23 km section will be financed through a combination of state funds, a €200 million EBRD loan, and a €150 million EU grant — highlighting strong international institutional support for Montenegro’s long-term development. Work on this section is expected to begin at the end of April or in May.

As a continuation of one of the country’s most important infrastructure projects, the Bar–Boljare highway plays a key role in improving connectivity between the north and south, accelerating regional development, and enhancing overall economic integration.

For the investment community, projects of this scale send a clear signal:
Montenegro is steadily investing in modern infrastructure, strengthening accessibility, and creating a more efficient environment for business, tourism, and sustainable growth.

At Golden Group, we see strategic infrastructure development as a fundamental driver of investment attractiveness, particularly for emerging destinations such as the north of Montenegro, including Kolašin and the wider Bjelasica region.
